Water, fish at risk under forest plan, EPA says

The U.S. Fish & Wildlife Service is in the process of revising its recovery plan for the northern spotted owl, listed as threatened under the Endangered Species Act. A draft version of the recovery plan, which will be finalized in 2008, already has drawn stinging criticism in several scientific peer reviews for failing to use the best science in narrowing protected areas for the birds.
